Measures taken by Gazprom and its subsidiaries to prevent spread of new coronavirus infection and protect employees

In the face of the pandemic of the new COVID-19 coronavirus, the production facilities of Russia’s Unified Gas Supply System (UGSS) are working as usual, providing full supplies of gas to consumers.

A set of measures is being implemented at the Gazprom Group’s facilities in order to prevent the spread of COVID-19 and protect the employees.

Gazprom, the parent company of the Group, has set up a task force to monitor the situation and coordinate the activities of the Group’s subsidiaries and organizations, which, in their turn, have also set up their own active task forces. Relevant information is submitted to the headquarters daily, making it possible to respond in a timely manner to any changes in the situation.

Only the minimum staff required to ensure an uninterrupted and safe functioning of the production facilities is present at the workplaces. The other employees have temporarily switched to remote work. At Gazprom’s facilities, more stringent access control measures have been adopted at the checkpoints, and medical monitoring (including COVID-19 testing) with body temperature screening has been arranged. Workers are provided with personal protective equipment and disinfectant products. Disinfection is carried out in buildings, rooms, vehicles and special-purpose machinery.

Safe changeovers of shift personnel have been organized using temporary accommodation points (observation places) where the workers spend 14 days and undergo COVID-19 testing twice prior to being sent on their shift. A pool of personnel has been formed to replace sick employees, if any, as well as people who were in contact with them.

Gazprom actively engages with the executive bodies of the constituent entities of the Russian Federation and local authorities on issues related to preventing the spread of the new coronavirus infection and, if necessary, placing employees in medical institutions.

 

Measures taken at Chayandinskoye field in Yakutia

Gas production and treatment facilities of the Chayandinskoye field (operator – Gazprom Dobycha Noyabrsk) are working normally, and the planned amounts of gas are being fed into the Power of Siberia gas pipeline. Enhanced safety measures have been adopted in order to prevent any cases of the new coronavirus infection at the production facilities; for instance, there is a clear demarcation between the active infrastructure facilities and the construction sites.

To maintain an uninterrupted production process, the staff members perform their work in an isolated safety zone, where they are provided with all the conveniences required, including personal protective equipment and disinfectants. Thus, the staff can work in a completely autonomous manner without leaving the “clean” zone or coming into additional contacts with anyone.

Automated control systems make it possible to remotely monitor and manage the equipment at the Chayandinskoye production site. Early response teams are on standby in the “clean” zone of the support base at the production site. If necessary, they visit the production facilities to perform maintenance and adjustment of equipment. In addition to that, an emergency response team is on high alert in the “clean” zone of the support base. The staff responsible for the provision of services, such as catering and cleaning, are also living and working within the “clean” zone at the production facilities.

At the infrastructure facilities which remain active, all incoming and outgoing vehicles are disinfected. In public gathering places, special marking is provided to maintain social distancing intervals (not less than 1.5 meters). Wet cleaning with disinfectants is performed several times a day in offices and accommodations. Face mask requirement is in effect.

A plan of additional activities is being implemented. The plan was developed jointly with the task force of the Republic of Sakha (Yakutia), and covers all the organizations working at the field, including contractors.

A medical isolation ward has been established in the dormitories of Gazprom Dobycha Noyabrsk for the workers of the company and its contractors. The isolation ward has a critical care room equipped with medical ventilators (one lung ventilator and two noninvasive lung ventilators) and an oxygen concentrator. A mobile computed tomography scanner and a laboratory for detecting COVID-19 using the polymerase chain reaction (PCR) method are used at the field. The medications available are sufficient to both prevent COVID-19 and treat mild cases of the infection.

Medical staff from the SOGAZ Profmeditsina medical company and the field’s contractor companies are present at the field. SOGAZ Profmeditsina provides COVID-19 testing for all employees who are within the territory of the field.

With due consideration of the recommendations issued by the local authorities of Yakutia, Gazprom Dobycha Noyabrsk has switched to a new working regime providing for an extended period of shift work. Prior to their shift work, the employees undergo a 14-day quarantine period at the places of temporary accommodation in Noyabrsk, and are allowed to work only if both of the two coronavirus tests they take yield negative results. Shift workers are brought to Yakutia by charter flights and then get a transfer to the production facilities by corporate vehicles, with all the necessary epidemiological safety precautions taken as per the recommendations issued by the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor).

On June 1, Aisen Nikolaev, Head of the Republic of Sakha (Yakutia), signed Decree No. 1225 “On lifting the restrictions (cancellation of quarantine) within the territory of the Chayandinskoye oil, gas and condensate field”.
