Procurement-related fraud schemes enacted by third parties under name of Gazprom
Gazprom wishes to warn you that cases have been detected where unidentified persons posing as Gazprom representatives sent to potential suppliers (contractors, operators) electronic invitations for closed procurement procedures purportedly carried out by Gazprom.
After obtaining consent from entities wishing to take part in such procedures, these persons send out illegal requests for information and documents pertaining to business activities, as well as for personal data and paid certificates and/or licenses.
Upon receiving the required information and payments for related services, the impostors stop responding to inquiries.
Example of electronic invitation for closed procurement procedures purportedly conducted by Gazprom
The persons described above are not employed with Gazprom, and the Company does not conduct the so-called closed procurement procedures and does not list those procedures in its Procurement Plan.
Gazprom’s procurements are carried out in line with Federal Law No. 223-FZ dated July 18, 2011, on Procurement of Goods, Works and Services by Certain Types of Legal Entities, as well as the Regulation on procurement of goods, work and services of Gazprom and Gazprom Group companies (hereinafter referred to as the “Regulation”), which is publicly available from Gazprom’s official website at www.gazprom.ru/tenders (in Russian).
Information on Gazprom’s procurements, including an exhaustive list of requirements to bidders, as well as to the format and composition of bidding applications, is posted in the Unified Information System in the area of procurement (www.zakupki.gov.ru; in Russian), on the Electronic Trading Platform (ETP-GPB), and on the official websites of Gazprom and its subsidiaries and organizations.
No payment is charged for taking part in Gazprom’s procurements or for signing contracts based on bidding results.
Gazprom’s business correspondence is carried out using official corporate letterheads that bear registration dates and numbers certifying the authenticity of the documents.
All business e-mails circulated by the employees of Gazprom are sent from the addresses that belong to the @adm.gazprom.ru domain.
Under no circumstances can any contractual arrangements between Gazprom and its suppliers (contractors, operators) be made via e-mail.
At the same time, Gazprom conducts a Pre-Qualification procedure with the aim of drawing up a register of potential bidders.
In addition, potential contractors can undergo voluntary certification of production processes, works (services) and management systems. An admission procedure for use at the facilities of Gazprom is in place for certain groups of materials and equipment.
Information on the procedure and conditions of Pre-Qualification, voluntary certification and admission of materials and equipment for use at the facilities of Gazprom, with a detailed description of the process and a list of supporting documentation to be executed, is also publicly available from the website of Gazprom (zakupki.gazprom.ru; in Russian).
Unscrupulous market players
Gazprom wishes to warn you against transactions with unscrupulous market players that disseminate fake sales offers for products via the Internet and e-mail, purportedly on behalf of Gazprom or its affiliated companies.
Please be aware that the organizations forming part of the Gazprom Group only send business e-mails via corporate mail servers and never use free e-mail services.
Neither Gazprom nor its subsidiary companies enter into contracts or offer guarantees of goods delivery in absentia via the Internet or e-mail.
Gazprom exports its gas and petrochemical products exclusively through its subsidiaries, Gazprom Export and Gazprom Neft, which never use the services of intermediaries when concluding contracts. Information on Gazprom Export and Gazprom Neft is available on the official websites of these companies: www.gazpromexport.com and www.gazprom-neft.com.
Likewise, the Company never demands that future contracts be registered with various ministries and agencies of the Russian Federation, as there are no regulations to that effect in the Russian legislation.
Gazprom reserves the right to take legal action against unscrupulous market players to deter their suspicious activities.
Job offers with elements of fraud
There is now a large number of fake websites offering employment at the Gazprom Group on the condition that applicants send paid text messages to short codes. We therefore warn you against sending text messages to access information about the Gazprom Group's job offers, as such actions may result in fraudulent deductions from your cellphone account. Please be informed that all of the Gazprom Group's job offers are placed exclusively on the official websites of the companies concerned, as well as on the Gazprom Vacancies specialized website (www.gazpromvacancy.ru) and the HeadHunter website (www.hh.ru). Access to the information resources of the Gazprom Group is free of charge for all applicants. Gazprom bears no responsibility for offers placed elsewhere.
Recommendations on how to identify typical fraud schemes
Gazprom wishes to inform you about attempts to use its name and the names of its subsidiaries and officials for fraudulent purposes.
To prevent potential financial damage and loss of personal data, please be wary of the following signs of fraud:
- You receive an e-mail with an offer to purchase products from Gazprom or its subsidiaries. The e-mail may include a draft contract or an Irrevocable Corporate Purchase Order (ICPO) template together with a bank reference. Gazprom and its subsidiaries do not distribute such letters and do not offer guarantees of goods delivery in absentia via the Internet or e-mail, nor do they authorize other persons to do the same/
- The particulars of the transaction differ greatly from the market average: you are offered to buy very large amounts of petroleum products (sometimes more than the Gazprom Group is capable of providing) at a suspiciously good price.
- Prior to the formal signing of a contract, you are requested to transfer money to pay for some services, such as the drawing up of various documents (visas, invitations, permits), contract legalization or validation with Russian state agencies and ministries (please note that this procedure is not provided for by the Russian legislation), transportation, arrangement of a visit by your company's delegation, purportedly to sign a contract at the Gazprom headquarters (TTM – Table Talk Meeting), etc.
- You are asked to transfer a payment to an account held in the name of an individual.
