Taking part in the meeting were Leonid Reznikov, Deputy Governor of the Tomsk Region, Vasily Tolstopyatov, Russian State Duma Deputy, executives of Gazprom Transgaz Tomsk, Gazprom Gazomotornoye Toplivo, representatives of gas vehicle equipment manufacturers: KAMAZ, Russian Buses – GAZ Group, Tractor Works Group and Rosagromash Association.

The meeting participants discussed the main aspects of the Russian NGV fuel market development. Financial and economic data of CNG filling stations performance, prospects for filling stations network development in Siberia and the Far East and problems related to stations construction were considered through the example of Gazprom Transgaz Tomsk. Representatives of vehicle manufacturing companies shared their experience in operating gas vehicle equipment.

It was noted at the meeting that one of the essential prerequisites for Russian NGV fuel market development consisted in coordinating the actions of regional authorities, equipment manufacturers and investors, as well as creating a regulatory framework.

“In order to provide dynamic development of the Russian NGV fuel market, a federal law is needed providing for comprehensive state support measures. These should, at first place, include tax benefits for motor vehicle companies converting transport to NGV fuel, exemption from payments and duties, subsidizing NGV fuel purchase at the federal level and introduction of regional target programs.

Widespread use of this type of fuel will lead to the prime cost reduction of motor transportation and, therefore, will boost economic development of certain regions and Russia as a whole. Moreover, it will enable to considerably improve the ecological situation in the country including Siberia with its unique natural resources,” noted Viktor Zubkov.

Background

Gazprom Transgaz Tomsk is a wholly-owned subsidiary of Gazprom. 20 branch companies of Gazprom Transgaz Tomsk operate in 12 regions of Siberia and the Far East, in six time zones. The total length of the company’s gas trunklines exceeds 9 thousand kilometers. Currently, Gazprom Transgaz Tomsk operates 11 CNG filling stations in Tomsk, Novosibirsk, Kemerovo, Novokuznetsk, Bratsk, Gorno-Altaisk. In 2012 the average daily load of these CNG filling stations made up 40.4 per cent of design capacity, exceeding the identical figure of 2011 by 8.3 per cent.

Gazprom Gazomotornoye Toplivo was set up in December 2012.

The company will consolidate the Group’s assets connected with NGV fuel production and sales. The company’s main activities include elaborating and implementing marketing programs on CNG filling stations network development in Russia, as well as diversifying the range of gas vehicle equipment consumers including agricultural sector, water- and rail-borne transport.
