The complexes were built by Gazprom LNG Technologies.

In the Tyumen Region, the NGLC is situated near the Tobolskaya gas distribution station which is operated by Gazprom Transgaz Surgut. The capacity of the complex is 5 tons of LNG per hour (or 42,000 tons per year).

In the Tver Region, the NGLC is situated near the Konakovo GDS which is operated by Gazprom Transgaz Moscow. The capacity of the complex is 0.75 tons of LNG per hour (or 6,000 tons per year).

Both complexes are the first liquefied natural gas production capacities in said regions. The main consumers of the products delivered by the NGLCs will be regional transportation organizations and transit transport.
