Alexander Ananenkov met with the President of the International fuel and Energy Assotiation

Yesterday Gazprom’s Management Committee acting Chairman Alexander Ananenkov has met with the President of the International fuel and energy association Grant Margulov at Gazprom’s Headquarters.

The former first deputy minister of the gas industry of the USSR and Gazprom’s Management Committee acting Chairman have discussed strategy to develop gas industry of the country for the nearest 20 years.

The IFEA President has expressed his vision of the problems related to reforming of the country’s gas market, which in many respects have coincided with Gazprom’s concept of the branch development.

The parties have discussed necessity of prompt adoption at the state level of such program document as Energy Strategic Policy of Russia, on the basis of which it would be possible to work out “General scheme of the gas industry development”.

According to Alexander Ananenkov, it is absolutely clear that without such scheme the development of new fields and construction of new gas transporting systems is doomed to low efficiency irrespective of the fact who is the owner of new capacities.

Only comprehensive and scientifically based approach in such long-term and capital-intensive investments is capable to reduce risks of investors.

According to G. Margulov the situation, which occurred in the oil industry from the moment of its liberalization, has a number of essential deficiencies and cannot serve as a model to reform gas branch. The IFEA President thinks that first of all it is necessary to normalize price for the gas to stimulate energy saving processes, fuel to fuel competition and attractiveness of the gas industry.

Besides, target state programs and scientifically founded system approach to the development of the gas industry in the country should become the basis for the gas market progress.

The parties have agreed to continue consultations and have contemplated a number of cooperation aspects in the field of working out of program documents projects, analysis and public discussion of the most urgent problems related to energy complex of Russia.

G. Margulov has positively appraised a comprehensive approach taken by Gazprom in development of oil-and-gas fields of peninsula Yamal and the Program of expansion of the gas industry in the east of the Russian Federation.
