Metrology, standardization and certification agreements signed
A number of cooperation agreements in the area of metrology, standardization and certification were signed today at the St. Petersburg International Economic Forum 2019.
Alexey Miller, Chairman of the Gazprom Management Committee, and Denis Manturov, Minister of Industry and Trade of the Russian Federation, signed a Roadmap to introduce a Special National Primary Standard for the storage, reproduction and transfer of a flow unit of high-pressure natural gas.
According to the document, the Federal Agency for Technical Regulation and Metrology (Rosstandart) will provide for the development of technical documentation, as well as for the manufacturing and approval of the standard at the testing and verification gas center that is being set up by Gazprom under the Ural Regional Metrology Center of Gazprom Transgaz Yekaterinburg. The standard will comprise a package of equipment with a pressurization and pressure maintenance system (for up to 10 MPa). Gazprom will establish the infrastructure required to use the standard.
The creation of a special primary standard in the Russian Federation will help satisfy the needs of Gazprom and the energy industry at large with regard to the testing, verification and calibration of high-precision instruments that measure the flow rates (quantities) of natural gas within a wide flow and pressure range.
Vitaly Markelov, Deputy Chairman of the Gazprom Management Committee, Alexander Dyukov, Director General of Gazprom Neft, and Mikhail Karisalov, Chairman of the Management Board, CEO of SIBUR, acting on behalf of SIBUR Holding, signed a Memorandum of Intent to cooperate in developing standardization and conformity assessment procedures for the oil and gas sector.
The Memorandum was signed in the presence of Alexey Miller, Chairman of the Gazprom Management Committee.

The document reflects the parties' interest in establishing an independent non-commercial organization for standardization, certification and conformity assessment of goods and services in the oil and gas industry. This organization is meant to create a new system for voluntary certification using the best practices of the participating companies. The INTERGAZCERT voluntary certification system established by Gazprom may serve as the basis for the promising system.
