Born in 1971 in Avdeyevka, Donetsk Region, Ukrainian Soviet Socialist Republic.

Education

Graduated from Norilsk Industrial Institute in 1993 with a degree in Economics and Management in the Steel Industry; earned a degree in Management from Lomonosov Moscow State University in 2009.

Professional experience

1988–2000

Worked at Zavenyagin Norilsk Mining and Metallurgical Combine; rose in the ranks from first-grade hydrometallurgy machine operator to Deputy Director for Personnel – Head of the Transpolar Branch of Norilsk Mining Company.

2000–2002

Deputy Mayor of Norilsk for Economics and Finance; First Deputy Mayor of Norilsk.

2002–2008

Member of the Krasnoyarsk Territory administration: Deputy Governor – Head of the Central Finance Board; First Deputy Governor; First Deputy Governor – Head of Government.

2008–2012

Deputy Minister of Finance of the Russian Federation.

2012–2020

Minister of Energy of the Russian Federation.

Since November 2020

Deputy Prime Minister of the Russian Federation.

Member of the Gazprom Board of Directors since 2015.
