Konstantin Stepovoy

Konstantin Stepovoy is Director General of Gazprom dobycha Noyabrsk.

Konstantin Stepovoy was born in 1969, in the Krivosheentsy settlement, Skvira District, Kiev Oblast, Ukrainian SSR.

He graduated from Tyumen Industrial Institute getting specialty in Technology and Integrated Mechanization of Oil and Gas Fields Development.

He has been working in the gas industry since 1992.

1992–1997

Gas and oil production operator, later on – lead engineer at the Gas Production Division of the Noyabrsk Gas and Gas Condensate Production and Transmission Directorate, subsequently renamed Noyabrskgazdobycha.

1999–2000

Chief Engineer of the Gubkinskoye gas field of Noyabrskgazdobycha.

2000–2004

Head of the Gubkinskoye gas field of Noyabrskgazdobycha.

2004–2009

Deputy Director General for Economics in Noyabrskgazdobycha, subsequently renamed Gazprom dobycha Noyabrsk.

Company history

On May 31, 1977 the Vyngapurgaz Gas Production Directorate of the Tyumentransgaz Production Association (since 2008 – Gazprom dobycha Noyabrsk) was founded.

The key milestones in the company’s development are related to bringing onstream gas fields in Purovsky region: the Vyngapurovskoye, the Komsomolskoye, Zapadno-Tarkosalinskoye, Gubkinskoye, Vyngaiakhinskoye and Yety-Purovskoye fields.

In October 2006 the Company produced its first trillion cubic meters of gas.

Since 2007 as part of the project aimed at developing small gas fields Gazprom dobycha Noyabrsk has developed the licensed areas of the Sverdlovsk Oblast.

In 2009 with the launch of the Eastern Gas Program, operations were initiated in the Republic of Sakha (Yakutia) and the Kamchatka Krai.

Major activities

The company’s major activities are hydrocarbon feedstock production and treatment as well as geological exploration.

Gazprom dobycha Noyabrsk is one of Gazprom Group’s three leading subsidiaries with the maximum annual gas production totaling 80 billion cubic meters.

Gazprom dobycha Noyabrsk is the only Gazprom’s company rendering gas production services to independent subsurface users.

As a result of geological exploration the company discovered over the last years five fields in the southeast of the YaNAO – Lenskoye, Kutymskoye, Yuzhno-Lenskoye, Yuzhno-Kypakynskoye and Ninelskoye. The aggregate reserves increment amounted to more than 90 billion cubic meters of gas and over 100 million tons of oil and gas condensate. The company is performing geological exploration in Bukharovsky, Kedrovsky, Mikhailovsky and Vostochny prospects of the Sverdlovsk Oblast.

The company is participating in two key projects of the Eastern Gas Program as the operator of the Kshukskoye and the Nizhne-Kvakchikskoye fields in Kamchatka as well as developing the Chayandinskoye oil, gas and condensate field in the Republic of Sakha (Yakutia).

At present, the company possesses the unique technologies required to develop new gas fields in hardly accessible regions of Yamal and Eastern Siberia.

Environmental protection

Paying much attention to the new technologies development, Gazprom dobycha Noyabrsk is very responsible in meeting the environmental safety requirements. A strong environmental factor in the regions of the company’s operations within the YaNAO, the Kamchatka Peninsula and Yakutia makes the company obey the environmental regulations.

The program of environmental process control has been developed and adopted by the company. Environmental monitoring covers all producing fields. The company has established instrument-assisted control over the main sources of pollution in the regions of fields development.

Since 2010 Gazprom dobycha Noyabrsk has been adopting the environmental management system according to the ISO 14001 international standard. The environmental policy of the company has been developed and adopted. The policy prioritizes protection and restoration of the environment, energy saving, process and environmental safety and environmental impacts assessment.

Social policy

Being a prominent employer and taxpayer, Gazprom dobycha Noyabrsk contributes greatly to the socioeconomic development of the regions. Every year the company implements the cooperation agreements in six municipal entities of the YaNAO, the Kamchatka Krai and the Republic of Sakha (Yakutia).

The company has set up long-term traditions in the area of charity and patronship. Support of cultural, educational and sports projects is an important element of Gazprom dobycha Noyabrsk social programs.

As part of the Gazprom to Children program, the company implemented a large-scale project in Noyabrsk – construction and opening of the Recreational Zone for mountain skiing, Phase 1. A sheltered hockey court was reconstructed. In future, the company is planning to build Phase 2 of the Recreational Zone. A modern versatile complex for culture and sports will include a concert hall, a hockey ground with artificial ice, a shooting range, a swimming pool, sports halls, a cinema, etc.

Prospects

The Company sets the following strategic goals: expanding the hydrocarbon feedstock base, increasing of engineering services package, maintaining the leading position in Gazprom Group in terms of production and economic efficiency.

One of the top-priority projects of the company is the Chayandinskoye oil, gas and condensate field development. It is of primary importance for creating the Yakutia gas production center. Having a complex geological structure and hydrocarbon composition, the field contains gas, oil and a strategic element – helium. The Chayandinskoye field C1+C2 reserves make up about 1.3 trillion cubic meters of gas.

By launching the Verkhne-Khudoseyskaya licensed area development Gazprom dobycha Noyabrsk also plans to expand its presence in the southeast of the YaNAO.

Moreover, Gazprom dobycha Noyabrsk annually expands the range of services on gas production and treatment for independent subsurface users as well as on reception and treatment of associated petroleum gas from oil companies.
