Pavel Tsybulsky

Pavel Tsybulsky, Director General of Gazprom VNIIGAZ, was born in November 1957 in the city of Kazan. In 1980 he graduated from Gubkin Moscow Petrochemical and Gas Industry Institute, getting specialty in Technology and Comprehensive Mechanization of Oil and Gas Fields Development. Pavel Tsybulsky holds a PhD in Engineering.

Between 1983 and 1993 – senior research assistant at the gas fields development engineering and analysis division, VNIIGAZ.

Between 1993 and 2002 Pavel Tsybulsky worked as head of the laboratory for development of fields in northern Tyumen Oblast, subsequently, he was appointed head of the laboratory for Western Siberian gas fields development engineering and analysis at the Development Department, VNIIGAZ. Later on, Pavel Tsybulsky was deputy director general of the Natural Gas Fields Development Center and, in parallel, head of the laboratory for the Urengoy field development engineering and analysis at VNIIGAZ.

From 2002 to 2006 Pavel Tsybulsky simultaneously took the positions of deputy director general for research and head of the laboratory for the Urengoy field development engineering and analysis at VNIIGAZ.

Since 2006 he has been Director General of Podzemgazprom.

In April 2010 Pavel Tsybulsky was appointed to the post of Director General of Gazprom VNIIGAZ.

Company History

VNIIGAZ was incorporated in 1948. In 1999 it was transformed into the Limited Liability Company (OOO) Scientific & Research Institute of Natural Gases and Gas Technologies – Gazprom VNIIGAZ. In 2001, pursuant to Gazprom’s decision, Gazprom VNIIGAZ obtained the status of an industry research center in the technology area.

Gazprom VNIIGAZ has integrated a corporate quality management system in compliance with the requirements of the international standard ISO 9001:2000. This is confirmed in the conformity certificates issued by the industry-leading certification companies – Det Norske Veritas (DNV) and MOODY International.

Over the past decades Gazprom VNIIGAZ has been developing scientific cooperation in nanotechnology and hydro energy with leading specialized R&D organizations and institutions of the Russian Academy of Sciences, implementing joint educational programs with prominent oil and gas companies and partner organizations from 38 countries of the world as well as representing Gazprom in the Working Committees of the International Gas Union.

Gazprom VNIIGAZ takes part in the UNECE Committee on Sustainable Energy and in the Natural Gas Committee of the International Organization for Standardization.

In June 2009 the company was renamed Gazprom VNIIGAZ.

Major Activities

Since its foundation Gazprom VNIIGAZ has been shaped as an interdisciplinary organization committed to meet the entire complex of sci-tech challenges related to field exploration and natural gas production, transportation, underground storage and processing.

Gazprom VNIIGAZ pursues an integral sci-tech policy and coordination of scientific research in the gas area as part of major purpose-oriented and engineering projects and programs, carries out R&D, design and experimental activities in key sectors.

From the moment of its inception Gazprom VNIIGAZ has participated in large-scale international projects. Sci-tech endeavors of VNIIGAZ scientists have been repeatedly awarded prizes, orders and medals.

Gazprom VNIIGAZ author team was awarded the 2007 Science and Technology Prize of the Russian Government for the technology of building up commercial hydrocarbon reserves based on the example of the Shtokman gas and condensate field.

Environmental Protection

The largest projects elaborated by Gazprom VNIIGAZ in the environmental protection and conservation areas are as follows:

  • SIS – YAMAL task-oriented guarded IT system for meeting environmental and production challenges during engineering, construction, operation and control of hydrocarbon production & transportation facilities and monitoring of the environment at the Yamal Peninsula fields;
  • environmental aspects in demolition of gas transportation facilities;
  • a testbed to study and produce biological substances for the remediation of polluted soils.

Social Policy

As part of the Gazprom to Children program Gazprom VNIIGAZ supports and finances amateur activities in the secondary school of Razvilka settlement, provides financial support to the Filimonki boarding school, the Skazka kindergarten, the Garmonia children’s creative development center and the Double Tone choreographic team.

In 2007 the company performed a charitable action aiming to help the abandoned children of the Leninsky District, Moscow Oblast.

In May 2006 the Jazzprom project was created with a view to uniting the creative potential of Gazprom VNIIGAZ and its partners. During 2006–2007 the project participants performed at the Fakel corporate festival of arts among Gazprom’s subsidiary companies and organizations.

Gazprom VNIIGAZ is developing sports traditions. The football tournament in the memory of V. V. Remizov and the billiards tournament are held every year. In 2007 VNIIGAZ organized a chess tournament for the prize of Gazprom VNIIGAZ Director General R. O. Samsonov and the First Racket of Gazprom VNIIGAZ tennis tournament. The Gazprom VNIIGAZ team took part in the 7th Winter Spartakiada Games held under the auspices of Gazprom.

Prospects

Securing the reliability and sustainable functioning of the Unified Gas Supply System is a crucial objective for Russia and one of the basic elements in the country’s energy security. In pursuance of this objective special attention is paid to the General Scheme of the Gas Industry Development until 2030 being elaborated by Gazprom VNIIGAZ in cooperation with the branch R&D and engineering companies under the instruction and supervision of Gazprom.
