Konstantin Stepovoy – Director General of Gazprom dobycha Noyabrsk.
Konstantin Stepovoy was born in 1969, in Krivosheentsy settlement, Skvira District, Kiev Oblast, Ukrainian SSR.
In 1993 he graduated from the Tyumen Industrial Institute getting specialty in Technology and Integrated Mechanization of Oil and Gas Fields Development.
He has been working in the gas industry since 1992.
In 1992 – 1997 Konstantin Stepovoy was a well surveyor, gas production operator, process engineer at the Vyngapur gas field of the Noyabrsk gas and gas condensate production and transmission directorate of Surgutgazprom.
Since 1997 – a leading engineer of the gas production division, Noyabrsk gas and gas condensate production and transmission directorate, subsequently renamed into Noyabrskgazdobycha.
In 1999 – 2000 – a senior engineer of the Gubkinsky gas field of Noyabrskgazdobycha, subsequently renamed into Noyabrskgazdobycha LLC (Noyabrskgazdobycha), in 2000 – 2004 – Head of the field.
From 2004 to 2009 he took the position of Deputy Director General for Economics in Noyabrskgazdobycha, subsequently renamed into Gazprom dobycha Noyabrsk.
Company History
On May 31, 1977 the Vyngapurgaz Gas Production Directorate of the Tyumentransgaz Production Association was founded.
The Directorate underwent several stages of reformation and name changes in the process of its development. In 1978 – Vyngapurgazdodycha Gas Production Directorate, in 1984 – the Noyabrsk Directorate for gas production and transportation, in 1997 – the natural gas and gas condensate production company Noyabrskgazdobycha, in 1999 – Noyabrskgazdobycha and limited liability company (OOO) Gazprom dobycha Noyabrsk – in 2008.
The key milestones in the company’s development are related to bringing onstream gas fields. The first one, the Vyngapurovskoye field was launched on December 30, 1978. On January 13, 1993 first gas was delivered from the Komsomolskoye field. Gas production from the Zapadno-Tarkosalinskoye field was commenced on January 26, 1996. On July 24, 1999 the Gubkinskoye field was commissioned. Finally, the Vyngayakhinskoye field, the most immature field of Gazprom dobycha Noyabrsk was brought to its design capacity in January 2006.
Major Activities
The company’s major activities are gas and gas condensate production, as well as operator services in gas and condensate production and gas treatment.
Gazprom dobycha Noyabrsk embraces five gas fields with four of them being under development: the Vyngapurovskoye, Komsomolskoye, Vyngayakhinskoye and Ety-Purovskoye. Gas production and treatment services are being provided in the Gubkinskoye and Zapadno-Tarkosalinskoye gas fields.
A low prime cost of gas production is among the main business advantages enabling the company to act as a general operator when rendering gas and condensate production and treatment services to independent subsurface users.
Gazprom dobycha Noyabrsk is one of the three leading subsidiaries of Gazprom with 85 billion cubic meters of the annual gas production output.

Gazprom dobycha Noyabrsk adopts the most
advanced technologies in its production process. At the same time, the
company’s experts carry out a continuous analysis of the industrial
impact on the environment in order to provide a better evaluation of
the ecosystem state in the development areas.
Social policy
The fundamental rights of the employees are substantiated in the Gazprom General Collective Agreement and the Collective Agreement between the Administration and the workforce of Gazprom dobycha Noyabrsk. Under the Agreements the company furnishes its employees with a substantial financial assistance to improve their living conditions, provide medical treatment, leisure and recreation activities. The specialized programs reflected in the items of the Collective Agreement are targeted at supporting young families, the company’s retired pensioners and women on maternity leave.
Physical culture and sports development
are an inalienable part of the intra-corporate policy. Regular triumphs
and considerable achievements in Gazprom Spartakiada Games and
competitions of the national and international level of the sportsmen
and teams practicing at the Gazprom dobycha Noyabrsk’s sports bases
demonstrate a close attention paid by the company’s executives to
sports and the level of physical training in its staff members.
Prospects
Gazprom dobycha Noyabrsk sets the prospective goal of maintaining the leading positions in the list of Gazprom’s advanced subsidiaries. The company keeps expanding the hydrocarbon feedstock reserves, performs prospecting and exploration activities in the licensed blocks of the Yamal-Nenets Autonomous Okrug. The company has penetrated into the new promising areas in the Khanty-Mansiysk Autonomous Okrug, the Sverdlov and Tyumen Oblasts.
In the nearest future the company is
planning to enter into a joint project with Gazprom Neft to develop the
Cenomanian gas deposits of the oil fields in the Noyabrsk region.
