Vyacheslav N. Medvedev was born in 1955 in the settlement of Lnozavod, Loknyansk District, Pskov Oblast.

In 1982 he graduated from Zhdanov Leningrad State University, in 2004 – from St. Petersburg International Management Institute. Vyacheslav Medvedev is Corresponding Member of the Russian Academy of Technological Sciences.

Vyacheslav Medvedev started his labor activity in 1973 as a worker at the Samolukovsky Flax Processing Plant.

From 1973 to 1997 Vyacheslav Medvedev was on military service in the Russian Ministry of Interior forces at various positions.

From 1997 to 2001 he worked at Avtoarmatura and later on – at the Charitable Foundation in Support of Reconstruction of the Konstantinovsky Palace Historical and Cultural Ensemble as Deputy Director General.

In September 2001 he was appointed Director General of Gazprom gaznadzor (former Gaznadzor).

Vyacheslav Medvedev has been awarded the Gazprom Merit Certificate, ten medals and marks of distinction, including the medal of the Order for Services to the Fatherland, II class. In 2007 he received a grateful acknowledgement from the Russian Industry and Energy Ministry.

Company history

Gazprom gaznadzor is an interdisciplinary engineering company founded in May 1999 through the reshaping of the Gas Inspection Directorate, a subsidiary of Gazprom.

Gazprom gaznadzor is engaged in the corporate system of industrial security management. On behalf of Gazprom the company is responsible for controlling the observance of the construction, reconstruction and operation standards and rules for the Unified Gas Supply System (UGSS) by the subsidiary companies.

The company is an expert organization dealing with the assessment of contractors’ managerial and technical readiness to perform overhauling of gas transmission facilities and is appointed by Gazprom as a coordinator of the Agreement on Interaction with the Federal Ecological, Technological and Atomic Supervision Service in order to provide subordinate facilities with rapid solutions to industrial, environmental and energy problems.

Major activities

The company’s primary objective is to make sure that Gazprom’s subsidiary companies:

  • guarantee the operability and safe functioning of UGSS facilities, the observance of standards, rules and other regulatory documents relevant to gas facilities construction, reconstruction, overhauling and operation;
  • utilize natural gas in a reasonable and efficient way;
  • operate the energy equipment and UGSS facilities in a failsafe, secure and cost-effective manner in line with the internal documents of Gazprom;
  • comply with the environmental legislation requirements.

Gazprom gaznadzor also takes efforts to raise the reliability and safety of UGSS facilities, to enhance the efficiency of natural gas utilization both as fuel and feedstock, as well as to decrease hazardous emissions at plants and enterprises irrespective of their legal form or type of ownership.

The company carries out technical surveillance of UGSS facilities construction and repair quality, evaluation of technical devices and project documentation safety, technical diagnostics of gas facilities, start-up and adjustment operations, as well as designing of engineering networks and gas supply systems.

The core business activities of Gazprom gaznadzor are certified by the Russian Federation Committee for Civil Construction (Gosstroy), the Federal Ecological, Technological and Atomic Supervision Service and the Russian Federation State Committee for Standardization, Metrology and Certification (Gosstandart) and implemented in line with the requirements of the company’s quality management system certified by Gosstandart on September 12, 2003, state registration number RU.UC11.KOO120.

Gazprom gaznadzor comprises the following separate structural units helping the company meet the desired objectives: 20 gas engineering centers, 3 gas engineering sites and an affiliated company – Trubnadzor Central Specialized Laboratory. Operating in 60 Russian regions, the company’s structural units are located in the activity areas of 24 gas transportation and production companies and 4 gas processing plants.
