Elena Karpel was born on September 16, 1944 in Kiev.

Education

Graduated from:

  • Korotchenko Kiev Institute of National Economy getting specialty in Industry Planning;
  • Advanced Training Institute for senior officials and experts specializing in ferrous metallurgy;
  • Higher Economics Courses with the USSR State Planning Committee (Gosplan);
  • Advanced Training Courses with the Academy of National Economy under the Russian Federation Government.
