Kirill Seleznev was born on April 23, 1974 in Leningrad.

Education

Kirill Seleznev graduated from Ustinov Baltic State Technical University majoring in Pulse Devices and Automated Rotary Lines Engineering, and from St. Petersburg State University majoring in Credit Theory and Financial Management.

He has a PhD in Economics.
