Valery Golubev was born on June 14, 1952, in Leningrad. He graduated from V. I. Ulyanov (Lenin) Leningrad Power Generation Engineering Institute, and joined the Central Shipbuilding Power Generation Engineering and Technology Research Institute.
Mr. Golubev served in the USSR KGB in 1979.
Mr. Golubev joined St. Petersburg Mayor's Office in 1991, and was appointed, Chief of Secretariat, Mayor's Office, Head of Administration, Vasileostrovsky District, and Chairman of the Tourism Committee.
In 1996, Valery Golubev graduated from the Academy of National Economy, the Government of the Russian Federation, and received Ph. D. (Economics) degree in 1997.
Valery Golubev was elected Member Representative, Leningrad Oblast, in the Federation Council, the Russian Federation Federal Assembly, in April, 2002.
In February, 2003, Dr. V. A. Golubev was appointed General Director, Gazkomplektimpex Co., Ltd., and is Member, Management Committee, Gazprom.
Since March, 2005 - Head of the Department of Investment and Construction, Director General of Gazkomplektimpex Ltd., member of Gazprom's Management Committee.
Since November, 2006 - Deputy Chairman of the Gazprom Management Committee.
Valery Golubev is married, two children.
