Viktor V. Ilyushin was born on June 4, 1947, in Nizhnii Tagil, Sverdlovsk Oblast. He graduated from the Urals Polytechnic Institute in 1971, where he obtained his engineering degree in electric drives and automation means for industrial installations.
Mr. Viktor V. Ilyushin has been presented with the State, gas industry and honourary awards, including the Order of the Sign of Honour.
In 1965-1971 Mr. V. V. Ilyushin was a Repair Electrician trainee, Repair Electrician, rolling mill, at Nizhnii Tagil Metallurgical Plant. From 1971 to 1972 he served as Deputy Secretary, the Komsomol Committee, Nizhnii Tagil Metallurgical Plant.
Mr. V. V. Ilyushin was Head, Administrative Department, Second Secretary, First Secretary of Nizhnii Tagil City Komsomol Committee, and from 1975 to 1980 - Second Secretary, First Secretary of Sverdlovsk Oblast Komsomol Committee, Sverdlovsk.
From 1980 to 1982 Mr. V. V. Ilyushin served as Deputy Department Head, assistant to First Secretary, Sverdlovsk Oblast CPSU Committee, and from 1982 to 1985 - as First Secretary, Leninskii District CPSU Committee, Sverdlovsk City.
Mr. V. V. Ilyushin was instructor, Administration Department, CPSU Central Committee, Moscow, from 1985 to 1986. He was Assistant to First Secretary, Moscow City CPSU Committee from 1986 to 1987, and from 1987 to 1990 - instructor, Administration Department, Party Organization and Human Resources Department, CPSU Central Committee.
Mr. V. V. Ilyushin was Assistant, and later on - Chief, Secretariat of the Chairman of Supreme Soviet of the RSFSR, Head, Secretariat of the President of the RSFSR in 1990 - 1992.
From 1992 to 1996 Mr. V. V. Ilyushin served as First Assistant to the President of the Russian Federation, and in 1996 - 1997 as First Deputy Prime Minister of the Russian Federation.
Mr. V. V. Ilyushin served at Gazprom Management Committee in 1997, and in 1997 - 1998 was Head, Public Relations and Corporate Interrelations with the Regional Authorities of the Russian Federation Administration, Gazprom. Mr. V. V. Ilyushin has been Head, Corporate Interrelations with the Regional Authorities of the Russian Federation Administration, Gazprom, since 1998.
