S. Khomyakov was born in the town of Sortavala of the Karelia ASSR.
In 1976 S. Khomyakov graduated from the Leningrad Electrotechnical Institute obtaining the degree of PhD in Economics.
Over 2002 to 2003 S. Khomyakov was Deputy Director General for Foreign Economic Relations with the (Federal State Unitary Enterprise) Moscow Mint.
From 2003 – First Deputy Director General of the Gazprom Security Service.
In March 2007 S. Khomyakov was named as Acting Deputy Chairman of the Gazprom Management Committee, Acting Director General of the Gazprom Security Service.
