Strategy

In January 2002, Gazprom’s Management Committee identified the Yamal Peninsula as a region of the Company’s strategic interests. Commercial development of the Yamal fields will enable to build up local gas production to 250 bcmpa. Accessing Yamal is of principle significance for securing gas extraction growth.

Yamal has seen the discovery of 11 gas and 15 oil and gas condensate fields. The aggregate reserves of Yamal’s largest fields, namely Bovanenkovo, Kharasavey and Novoportovskoye, with Gazprom’s wholly owned subsidiary Gazprom dobycha Nadym as the license holder, account for 5.9 tcm of gas, 100.2 mln t of condensate and 227 mln t of oil.

Bovanenkovo Field

The Cenomanian-Aptian deposits of the Bovanenkovo field are a paramount development target on Yamal.

Projected gas production from Bovanenkovo is at 115 bcmpa to be increased to 140 bcmpa in the long-term. In order to deliver the extracted gas to the Unified Gas Supply System of Russia, it is necessary to build a 2,451-km-long gas transmission network including a new 1,100-km-long gas transmission corridor between Bovanenkovo and Ukhta.

Investment Rationale

The Investment Rationale has undergone all statutory approvals and expert evaluations. All expert reports point to the expediency of executing the Bovanenkovo field development project and an associated project for the construction of a gas transmission network from Yamal.

In October 2006, Gazprom’s Management Committee reviewed the progress with the development of the Investment Rationale and ordered to launch the investment stage of the project.

Production Start

The first 15 bcmpa development facilities for the Cenomanian-Aptian deposits of the Bovanenkovo field as well as the Bovanenkovo-Ukhta gas trunkline system are slated to begin operation in the 3rd quarter of 2011.

Current Status

At present, construction is underway on Bovanenkovo’s top priority fire protection, sanitary & epidemiological and environmental safety facilities, life-support infrastructure and industrial bases as well as production and transportation facilities.

At the same time, construction is on progress on the Obskaya-Bovanenkovo railroad that will enable to fully effect as early as in late 2011 railroad deliveries of materials and equipment for the construction of Bovanenkovo’s facilities.

Cooperation

The Yamal-Nenets Autonomous Okrug (YaNAO) is the basic gas production province of Gazprom. The Company produces there over 90 per cent of gas (about 83 per cent of the total national production).

The General Agreement is the main document regulating cooperation between Gazprom and YaNAO. In order to promote the Agreement, the parties inked additional agreements and accords, a Memorandum on Cooperation as well as annually signed agreements of cooperation.

On January 29, 200, the YaNAO Administration and Gazprom signed the Memorandum of Interaction for the comprehensive commercial development of hydrocarbon fields in the Yamal Peninsula and offshore areas.
