Oleg Andreev was born in the Bashkir ASSR in 1964. He graduated from Tyumen Industrial Institute in 1987, majoring in ‘technology and comprehensive mechanization of oil and gas field development’. He has an MBA degree and a PhD degree in Engineering.
He was promoted from a gas production operator to a gas field manager at Gazprom Dobycha Yamburg.

The VNIIPromgaz institute was founded in 1949. As part of transition to the market-based economy the Institute was reorganized into Promgaz joint-stock company.
In 2002 the Gazprom Management Committee vested in Gazprom Promgaz the functions of the Company’s key research center responsible for substantiating the regional energy policy, gasification, natural gas distribution and utilization, small fields and coalbed methane resources development.
The company has branches and representative offices in Vidnoye (Moscow Oblast), Astrakhan, Orel and Novokuznetsk as well as standalone subdivisions in the cities of Irkutsk, Saint Petersburg, Krasnodar, Tomsk, Vladikavkaz, Maloyaroslavets, Ukhta, Makhachkala, Kemerovo, Vladivostok and Stavropol.
Gazprom Promgaz views its mission in facing regional sci-tech challenges of the fuel and energy complex, developing integrated projects on the basis of applied research, advanced technologies and equipment.
The company’s major activities include:
- regional energy issues;
- gas supply to and gasification of Russian regions;
- reconstruction, retrofitting and operation of gas distribution systems;
- energy efficiency and energy saving enhancement;
- geology and development of gas and gas condensate fields;
- unconventional hydrocarbon resources development;
- shaping of cost estimates, price and tariff policies for Gazprom’s facilities construction;
- environmental and medical research.
Gazprom Promgaz is the general designer of the Regional Gasification Program implemented by Gazprom.

Special attention is paid to the environmental support of the operations performed by Gazprom Promgaz. The company elaborates environmental sections for Russian regions gasification projects setting out the comprehensive environmental actions required to reduce environmental impacts. The company elaborated techniques and rational solutions minimizing nitrogen oxides emission from gas burners as well as proposals on greenhouse gas emissions reduction in the gas industry. A methodological basis was created to perform environmental monitoring at coalbed methane fields.
The company pursues a proactive social policy with a focus on charity.
Great efforts were taken to preserve the orthodox shrines such as the Church of Saints Cosmas and Damian in the settlement of Novoye Kozmodemyanskoye, Tambov Oblast and the Pokrov Church in the settlement of Naryshkino, Nizhny Novgorod Oblast. For several years now, the company has been providing assistance to the specialized orphanage in the town of Kolomna, Moscow Oblast and the Novogurovskaya boarding school, Tula Oblast.
Gazprom Promgaz annually arranges children’s leisure in Russian summer camps. It has turned into a good tradition in the company to host New Year festive events for its employees’ children.
A promising area of the company’s activity is scientific and methodological support of the Development Program for an integrated gas production, transportation and supply system in Eastern Siberia and the Far East, taking into account potential gas exports to China and other Asia-Pacific countries

It is projected to broaden the research activity in the following areas: geology, gas and gas condensate fields development; hydrocarbon feedstock treatment and processing; gas fields reconstruction and re-equipment; underground gas storage facilities creation; and comprehensive reliability assurance in gas supplies.
Taking into account the task set by the Russian Federation President on reducing energy intensity in the country, the priority in the research field is given to the scientific support of the policy on rational and efficient gas consumption including the ongoing comprehensive projects on raising the efficiency of fuel and energy resources in Russian regions.
The company will intensify its efforts in developing the scientific approaches and providing engineering services to unconventional hydrocarbons utilization projects. It is planned to create the scientific basis and carry out comprehensive research and design work in such fields as underground coal gasification, thermal stimulation of deposits containing hardly-accessible hydrocarbons.
