Management

Kirill Seleznev is a Member of the Gazprom Management Committee, Head of Gazprom’s Department 614, and Director General of Gazprom Mezhregiongaz.

He was born in Leningrad on April 23, 1974.

Education

Kirill Seleznev graduated from Ustinov Baltic State Technical University, majoring in Pulse Devices and Automated Rotary Lines. He also earned a degree in Credit and Finance from Saint Petersburg State University.

He has a PhD in Economics.

Company history

Mezhregiongaz was established on December 21, 1996, pursuant to a decision by the Gazprom Board of Directors. On April 1, 1997, the company started selling natural gas to all categories of consumers in the Russian Federation through its regional branches (Mezhregiongaz was renamed as Gazprom Mezhregiongaz in September 2010).

The company was set up primarily to deal with an aggravated gas payment crisis. Gazprom transferred to Gazprom Mezhregiongaz the ownership right to its products for selling them to customers; the company was to promptly establish civilized relations in the domestic gas market, improve the payment system and financial discipline, and consolidate Gazprom’s financial resources.

In a short period of time, Gazprom Mezhregiongaz created its central administration and 62 regional branches, developed gas sales methods, ensured efficient cooperation with regional authorities and customer communication, automated its document flow and accounting processes, and compiled a comprehensive register of gas consumers.

Between 1999 and 2000, the company’s branches were transformed into legally independent subdivisions – regional gas marketing companies.

Within two years, the company managed to reduce the monthly growth in gas consumer debt payable to Gazprom by nearly a half and increase annual gas payments almost tenfold.

The company’s performance proved that the decision to set up Gazprom Mezhregiongaz had been reasonable and fully justified.

In 2002, with a view to develop the free gas market, Gazprom Mezhregiongaz created an Electronic Trading Platform (ETP) where independent companies could sell their natural gas to Russian consumers at free prices.

Between 2006 and 2008, the company conducted a successful experiment in using the ETP to sell gas produced by Gazprom and independent companies. The experience gave an insight into market pricing mechanisms.

Gazprom Mezhregiongaz evolved in line with Gazprom’s general restructuring concept aimed at improving the Company’s performance as a vertically integrated structure and optimizing the management of core businesses at the subsidiary level. Specifically, at the second stage of Gazprom’s restructuring, the Group’s major businesses were unbundled and the subsidiaries were aligned to comply with the general strategy developed by the parent company.

In this connection, Gazprom Mezhregiongaz unbundled its businesses into separate units specializing in natural gas sales, distribution, etc.

For the purpose of consolidating all of Gazprom’s gas distribution assets, a subsidiary of Gazprom Mezhregiongaz – Gazpromregiongaz (now Gazprom Gazoraspredeleniye) – was created in 2004. Since July 1, 2014, Gazprom Mezhregiongaz has been the sole executive body of Gazprom Gazoraspredeleniye.

Gazprom Mezhregiongaz’s thermal energy assets are controlled by another subsidiary, Gazprom Teploenergo (formerly Mezhregionteploenergo).

Gazprom Teploenergo supplies electric power to Gazprom Group’s companies.

Major activities

Gazprom Mezhregiongaz is focused on marketing natural gas across the Russian Federation.

The company’s priorities include the provision of reliable and uninterrupted gas supplies to all categories of consumers in the Russian Federation, participation in regional gasification programs, streamlining and improvement of gas distribution systems, and adoption of energy saving and energy security technologies.

Today, Gazprom Mezhregiongaz supplies gas to all categories of consumers and keeps record of gas consumption in 69 Russian regions through 49 regional gas distribution companies and their branches.

Social policy

Gazprom Mezhregiongaz implements projects aimed at revitalizing ethnic cultures and preserving historical values. Special attention is given to social programs for public health and preventive care, as well as the promotion of a healthy lifestyle, physical exercise and mass sports. The company’s educational, cultural and arts projects contribute to spiritual growth in people and society as a whole.

Charitable and sponsorship projects in healthcare, education, and sports

The company’s social and charitable projects are oriented toward the population of the regions where its branches operate. In addition to its social support programs, Gazprom Mezhregiongaz invests in the industrial and social infrastructure. Through its regional gas companies, it helps healthcare organizations purchase medical equipment and sponsors various rehabilitation programs.

During charity marathons, Gazprom Mezhregiongaz supports orphanages, pre-school institutions, regular and sports schools, boarding schools for children with disabilities, and regional and local hospitals. The company’s charitable activities are meant to improve the quality of education in Russian regions and to resolve information availability issues.

Gazprom Mezhregiongaz and regional gas companies take active part in the Gazprom for Children program. They supply modern equipment to sports entities, arrange arts competitions for children and youth, and organize sporting events as part of the program.

Aid to non-governmental organizations and socially vulnerable groups

Regional gas companies running charitable projects frequently cooperate with charitable organizations, as well as with federal and regional authorities. Jointly with regional social support funds, a number of regional gas companies render targeted assistance to war veterans and former combatants, the poor, pensioners, people with disabilities, and children from large families.

Social responsibility standards developed by the company make it possible to resolve acute social issues in its regions of activity. Most of the regional gas companies contribute to special measures for combating offences, juvenile delinquency, and crimes related to illegal drug trafficking.

Charitable and sponsorship projects in the field of religion and culture

The company’s social responsibility efforts facilitate the socio-economic development of Russian regions and help preserve traditional spiritual and cultural values. Cultural and educational events are regularly held in the areas where regional gas companies operate. The companies make donations to support museums, theaters, and other cultural institutions.

The mission of Gazprom Mezhregiongaz as a specialized company of Gazprom is to make gas supplies to Russian consumers as efficient and well-balanced as possible, to provide for the reliability and safety of gas deliveries, and to consistently develop its businesses directly linked to gas marketing and use.

The company’s strategy is based on Russia’s Energy Strategy and Gazprom’s development strategy. The fundamental principles of Gazprom Mezhregiongaz’s strategy include efficiency enhancement with regard to its core businesses, diversification and expansion of its ancillary businesses, and protection and advocacy of the interests of Gazprom, its shareholders and, most importantly, the Russian Federation and its citizens.

The strategic development goals and objectives of Gazprom Mezhregiongaz are consistently implemented through promising projects developed by the company within its areas of expertise as part of Gazprom’s system.
