Leonid Chernoshchyokov

Leonid Chernoshchyokov is Director General of Gazprom Transgaz Saratov.

He was born in Krivoy Rog (Dnepropetrovsk Region, Ukraine) on November 15, 1950.

Education

Leonid Chernoshchyokov graduated from Krivoy Rog Mining Institute. He is a corresponding member of the Russian Academy of Technological Sciences. He has a PhD in Economics.

Professional experience

Leonid Chernoshchyokov has worked in the gas industry all his life. His career started at Sredaztransgaz and Tyumentransgaz. Since 2002, Leonid Chernoshchyokov has been in charge of Gazprom Transgaz Saratov (formerly Yugtransgaz).

Leonid Chernoshchyokov is a member of the Saratov Region Duma.

Company history

The company’s history dates back to the Great Patriotic War: in October 1942, natural gas was delivered for the first time from the Yelshanskoye field to the Saratov power plant via a 16-kilometer gas pipeline.

In 1944, the construction of Saratov – Moscow, the first national gas trunkline, started. With that pipeline, Russia’s gas industry was born.

In 1967, upon the commissioning of the unique Central Asia – Center gas transmission system that had a length of about 9,000 kilometers, Saratov essentially became a gas distribution center. At present, Gazprom Transgaz Saratov conveys gas produced in the Orenburg and Tyumen Regions, Turkmenistan, Uzbekistan, and Kazakhstan to central Russia, North Caucasus, Ukraine, and Europe.

Gazprom Transgaz Saratov’s scope of activities includes:

  • natural gas transmission via gas trunklines;
  • gas supply to consumers via gas distribution stations;
  • operation and development of gas transmission systems.

Gazprom Transgaz Saratov operates and maintains over 7,000 kilometers of gas trunklines and branches, as well as six CNG filling stations. The company owns 11 gas pipeline operation centers, 29 compressor workshops, and 165 gas compressor units with a total capacity of more than 1.314 million kW.

With 215 gas distribution stations, Gazprom Transgaz Saratov supplies gas to around 4 million consumers in the Saratov Region and parts of the Tambov and Penza Regions.

Environmental protection

Gazprom Transgaz Saratov’s environmental service is comprised of the environmental protection and energy saving division, the environmental protection laboratory of the Engineering & Technical Center, environmental engineers, and employees in charge of energy saving at the company’s branches.

The environmental protection laboratory uses cutting-edge equipment and employs state-of-the-art methods of environmental control at industrial facilities.

The Engineering & Technical Center supplies the company’s branches with design and regulatory documentation that meets the requirements of the environmental legislation, as well as with water, air and soil analysis data. Gazprom Transgaz Saratov was recognized as the leading company of the Saratov fuel and energy complex in terms of environmental safety.

The company has adopted the ISO 14001:2004 environmental management system.

The Niva Health and Recreation Center located in the Saratov Region offers unique opportunities for sports and recreation to the company’s employees, their families, and individual guests.

The company takes part in Gazprom’s corporate housing program that helps employees and their families improve their housing conditions through mortgage loans.

Gazprom Transgaz Saratov is an active contributor to the Gazprom for Children program. Over 20 sports facilities – stadiums, swimming pools, sports and recreation centers, outdoor sports- and playgrounds, and hockey courts – were built in the Saratov, Penza and Tambov Regions. The construction of the Gazovik Sports and Recreation Center is in full swing in Saratov (Solnechny settlement) and a children’s health camp in the Karaul settlement (Tambov Region) is nearing completion.

Prospects

Gazprom Transgaz Saratov’s development prospects are linked to the 2016–2020 Comprehensive Program for the reconstruction and re-equipment of Gazprom’s gas transmission facilities. The Program contemplates reconstructing two of the region’s largest gas distribution stations (GDS-7 in Saratov and GDS in Balakovo). The construction project for a new GDS in Engels is under development as part of the Russian Regions Gasification Program.

The company plans to complete the construction of the Tokarevka – Zherdevka gas pipeline and continue the gasification of Tambov and the Tambov Region.

Projects for the reconstruction of the Central Asia – Center gas trunkline system are under development in line with the 2015–2017 Program for expanding the UGS system in the Russian Federation. They provide for the construction of a gas pipeline looping (1,000 millimeters in diameter, spanning 87 kilometers from the Privolzhskaya CS to the Petrovskaya CS) and a new workshop at the Privolzhskaya compressor station, as well as the retrofitting of four compressor stations. All of these measures will help ensure gas transmission from UGS facilities to consumers during peak loads.
