Vladimir Kiyaev is Director General of Gazprom Dobycha Orenburg.
Vladimir Kiyaev was born in 1959 in Kuibyshev. In 1983, he graduated from Kuibyshev Planning Institute under the Ministry of Tertiary Education of the Russian Soviet Federative Socialist Republic, majoring in Economics and Planning of Procurement. In 1995, he earned a second graduate degree from Russian Foreign Trade Academy, majoring in International Economic Relations (Global Economy). He holds a PhD in Economics.

In 1966, the Orenburgskoye oil, gas and condensate field, which is unique in terms of the volumes and composition of gas reserves, was discovered 30 kilometers off the city of Orenburg on the border between Europe and Asia. In order to develop and operate the field, the Directorate for Gas Field Development and Operation and Gas Pipeline Construction (Orenburggazprom) was established in 1968.
Commercial gas production was launched in 1974. A gas processing plant and a helium plant were later built with the aim of processing the extracted resources, which contained hydrogen sulfide, mercaptan sulfur, and helium in addition to hydrocarbon components.

In the early 1980s, Orenburggazprom started developing the Karachaganak gas and condensate field in Kazakhstan. The experience gained by the Orenburg professionals proved useful in the development of the Astrakhanskoye gas field.
Gazprom Dobycha Orenburg is the largest gas complex in the Russian Federation and a strong, profitable company dealing with a wide range of objectives.
The activities of Gazprom Dobycha Orenburg include:
- prospecting and exploration of new oil and gas deposits;
- stimulation of existing fields;
- production of gas, condensate and oil;
- processing of hydrocarbon feedstock at two plants producing over 20 types of products;
- delivery of feedstock processing services to third-party suppliers;
- transportation of gas, condensate, oil and their derivatives.
The company’s major commercial products are: treated gas (free from hydrogen sulfide and mercaptans), stable condensate, ethane fraction, liquefied hydrocarbon gases, gaseous helium, sulfur, odorant, and pentane-hexane fraction. The products are supplied across Russia and abroad. Gazprom Dobycha Orenburg produces 100 per cent of Russia’s helium and odorant, while its share in the national ethane production makes up 80 per cent.

Gazprom Dobycha Orenburg follows an environmental policy and maintains an environmental management system based on the continuous analysis of environmental problems and adoption of corrective measures.
The company upgrades its existing production facilities and introduces new environmentally-friendly technologies to capture all associated gases, develop wells, and conduct in-pipe inspections. Reconstruction of waste treatment facilities is underway at the gas processing and helium plants. It will enable to create a zero discharge system and to considerably reduce water consumption.

Gazprom Dobycha Orenburg completed the construction of an automated air quality monitoring system at the Orenburgskoye oil, gas and condensate field. The system comprises 3 stationary environmental laboratories, 24 automatic stationary control stations, and 7 mobile environmental laboratories.

The company complies with its tax liabilities to the fullest extent. Gazprom Dobycha Orenburg is a repeat winner of the Best Taxpayer of the Orenburg Region contest.
In the course of its activities, the company contributes to the social and economic development of the Orenburg Region and its capital city. Namely, Gazprom Dobycha Orenburg constructed 1.7 million square meters of housing, 18 schools, 36 kindergartens, and many other social facilities. The company also sponsors the region’s best Cultural and Sports Palace (Gazovik) and Sports Complex (Yubileiny), as well as the Ice Palace and other cultural and sports centers available to all Orenburg citizens.
On April 2, 2013, the Table Tennis Center, built as part of the Gazprom for Children program, was opened in Orenburg.

Gazprom Dobycha Orenburg’s collective agreement applies to the company’s employees, their families, and retirees. Overall, the agreement covers over 40,000 persons. Therefore, every fifteenth citizen of Orenburg enjoys social benefits under the agreement.
The charity activities of Gazprom Dobycha Orenburg cover all spheres of life in the Orenburg Region. One of the priorities of the company’s social policy is the implementation of the Gazprom for Children program, which entails the construction and reconstruction of sports facilities. Thanks to the company’s financial contributions, the region’s largest sports complex, Orenburzhye, was built. Sports complexes with swimming pools were erected in the settlements of Pavlovka and Gazodobytchikov (Orenburgsky District) and the Gazovik Sports Palace was constructed in the village of Tatishchevo (Perevolotsky District), with dozens of playgrounds opened across the region. Moreover, Gazprom Dobycha Orenburg, jointly with the member companies of the Gazprom in Orenburzhye Noncommercial Partnership of Gas Companies, holds the Warmth of Children’s Hearts festival for children from orphanages on an annual basis. Over 400 children take part in the festivals. The company also conducts various sports and cultural events and provides recreation and health services to children.

Gazprom Dobycha Orenburg was awarded the Grand Prix of the Russian Organization of High Social Efficiency nationwide contest. The award ceremony took place on February 12, 2008, at the State Kremlin Palace in Moscow.
