Company history

Gazprom Gaznadzor is a versatile engineering company founded in May 1999 through reorganization of the Gas Inspection Directorate, a subsidiary of Gazprom.

Gazprom Gaznadzor is engaged in the corporate process safety management system. On behalf of Gazprom the company is responsible for controlling Gazprom subsidiaries’ compliance with the construction, reconstruction and operation standards and rules at the Unified Gas Supply System facilities.

The company is an expert organization dealing with the assessment of contractors’ managerial and technical readiness to perform overhauling of gas transmission facilities and is appointed by Gazprom as a coordinator of the Agreement on Interaction with the Federal Services for Ecological, Technological and Atomic Supervision in order to provide subordinate facilities with rapid solutions in environmental, energy and process safety areas.

Major activities

The company’s primary objectives are:

Organization and execution of corporate control (supervision) over Gazprom’s subsidiaries and organizations in order to ensure:

  • efficient and safe operation of Gazprom’s Unified Gas Supply System (UGSS) facilities;
  • compliance with environmental, energy and process safety requirements when designing, constructing, operating, retrofitting and repairing Gazprom’s gas, oil and energy facilities (gas distribution networks);
  • reliable, safe and cost efficient operation of gas distribution equipment and UGSS facilities;
  • adherence to environmental protection, natural resource management, and environmental safety requirements for production facilities including those of the UGSS;
  • efficient use of fuel and energy resources;
  • quality testing operations at oil and gas production and transmission facilities.

Gazprom Gaznadzor also takes efforts (renders services) aimed at raising the reliability and safety of gas supply facilities within the UGSS, enhancing the efficiency of gas utilization both as fuel and feedstock as well as arranging and performing production and environmental control and monitoring in various organizations irrespective of their legal form or type of ownership.

The company carries out engineering supervision of UGSS facilities construction and repair quality; expert evaluation of process safety including expert assessment of the project documentation, engineering devices, buildings and structures, and other documents related to supervision of hazardous production facilities operated in the oil and gas industry; chemical, petrochemical, oil and gas processing industries as well as other explosion, fire and chemical hazardous production facilities; boiler houses; gas supply and gas distribution facilities; technical diagnostics of gas and oil facilities; startup and commissioning operations at oil and gas industry facilities; gas supply, gas consumption and boiler systems; utility networks and gas supply systems designing.

The core businesses of Gazprom Gaznadzor are assured by work permits issued by self-regulated organizations; licenses of the Federal Service for Ecological, Technological and Atomic Supervision and the Russian Federation State Committee for Standardization, Metrology and Certification (Gosstandart) and implemented in line with the requirements of the company’s quality management system certified by Gosstandart on November 16, 2009, state registration number RU.ИC11.KO00522.

Gazprom Gaznadzor comprises the following separate structural units that help the company meet the desired objectives: 21 branches. Operating in 60 Russian regions, the company’s structural units are located in the activity areas of 24 gas transmission and production companies and 4 gas processing plants.
