Nikolai Stolyar was born on January 1, 1953 in the village of Chvyry, Lyakhovichi District, Brest Oblast.
Education
Nikolai Stolyar graduated from Kalinin Kiev Higher Military Engineering School of Communications getting specialty in Radio Communications, and the postgraduate school of Moscow Technical University of Communications and Informatics.
He has a PhD in Engineering.
