Elena Kasyan was born on May 3, 1961 in Severomorsk, Murmansk Oblast.
Education
Elena Kasyan graduated from Ulyanov (Lenin) Leningrad Electrotechnical Institute getting specialty in Electroacoustics and Ultrasonic Equipment, and from the Russian Academy of State Service under the Russian Federation President majoring in Management Psychology.
She has a PhD in Psychology.
