Vladimir Markov was born on October 4, 1955 in the Tambov Oblast.
Education
He graduated from Ryazan Radio Engineering Institute, majoring in Industrial Electronics; Academy of Natural Sciences, majoring in Socio-Political Relations Theory; Moscow Academy of Economics and Law, majoring in Law.
He holds a PhD in Law and a PhD in Economics.

He was working at Ryazan Electronic Instruments Plant. He took various offices at Ryazan District and Oblast Committees of the USSR Communist Party.
